Nine ‘double defaulter’ charities removed from register

Nine charities that were part of the Charity Commission’s “double defaulter” class inquiry have been removed from the register over the past year. 

The commission said its work through the inquiry, which includes charities that have failed to file annual returns or accounts for two or more years out of the past five, had resulted in 38 charities submitting their outstanding annual documents between April 2023 to March this year.

These included Care International, which Third Sector revealed last year was more than a year late with its 2020/21 accounts.

The commission said its work meant more than £282m of charitable income had been accounted for. 

The regulator said it had opened separate inquiries involving four charities that were part of the class inquiry: New Wineskins Charitable Trust, U-Turn Move On Homes, The Queen Alexandra Cottage Homes and Devon Freewheelers. 

It said it used its powers 42 times to order and obtain bank records and financial information of the charities relating to the years with missing annual documents.

It exercised its powers 50 times to “direct trustees to prepare and complete the relevant missing annual documents for the charities and provide copies of these to the commission”. 

The commission said the nine charities it removed “were found to have ceased to exist or do not operate”.
